To confirm the minutes of the meeting held on 10 September 2021 as a correct record.

RESOLVED:

That the minutes of the meeting held on 10 September 2021 be signed by the Chairman as a correct record.

To note any declarations of interest made by members in connection with an agenda item.  The nature of the interest must also be specified.

Members are asked to discuss any possible interests with Democratic Services prior to the meeting.

No Declarations of Interest were made by any Members in connection with any Agenda Item.

To note any issues raised during the public participation period.

No issues were raised during the Public Participation period.

To note the consultation responses and to consider any revisions to the Statement of Licensing Policy.  

The Committee considered the Licensing Act Policy (Statement of Licensing Policy), following public consultation.  It was noted that one consultation response had been received from the Adults’ Health and Care, Public Health Department of Hampshire County Council.  The comments related to health and the harm which could be caused through the consumption of alcohol. 

It was proposed that the policy be amended to include the impact on alcohol on health.  A further paragraph was also presented to the Committee to revise the policy to promote the awareness of drink spiking in licenced premises, which had been discussed at the previous meeting.

The Committee noted the consultation undertaken and response received and supported the proposed amendments.

RESOLVED:

(i)             That the consultation comments received be noted;

(ii)            That the proposed amendments detailed in paragraphs 4.4 and 4.6 of the report be agreed and the Statement of Licensing Policy be updated to reflect these changes to version 3; and

(iii)           That subject to the agreed amendments, the revised Statement of Licensing Policy in relation to the Licensing Act 2003 be commended to Council for approval at its meeting on 6 December 2021.

To note the consultation responses and to consider any revisions to the Statement of Gambling Principles.  

The Committee considered the consultation responses in relation to the Gambling Policy (Statement of Gambling Principles) and proposed changes following the consultation.  It was noted that two responses had been received.  Two minor amendments were recommended to the Committee for approval.

Members noted the consultation undertaken and responses received and supported the proposed amendments.

RESOLVED:

(i)             That the consultation comments received be noted;

(ii)            That the proposed amendments detailed in paragraph 4.8 of the report be agreed and the Statement of Gambling Principles be updated to reflect these changes to version 2; and

(iii)           That subject to the agreed amendments, the revised Statement of Gambling Principles in relation to the Gambling Act 2005, be commended to Council for approval at its meeting on 6 December 2021.
