Community Governance Review - Netley Marsh Parish Council pdf icon PDF 56 KB

To consider a Community Governance Review of the warding arrangements for Netley Marsh Parish Council.

Mr M Welbourn, Chairman of Netley Marsh Parish Council addressed the Committee.  The Parish Council wished to reduce the number of wards from two to one.  Historically it was unclear why two wards had been established.  Local people did not understand the need for two wards.  An initial consultation exercise had been carried out and no responses had been received.

 

The Committee considered the request by Netley Marsh Parish Council to discontinue two parish wards, Netley Marsh North and Netley Marsh South.   Combining the wards would simplify the process at election time and well as achieve savings.  A Community Governance Review would need to be carried out before any change.

 

RESOLVED:

 

(a)          That a Community Governance Review be undertaken in Netley Marsh with a view to discontinuing the two wards of the Parish Council.

 

(b)          That the terms of reference for the review be set out as follows:

 

In response to a request from Netley Marsh Parish Council, to review the current warding arrangements for the Parish with a view to determining whether the current two wards of the Parish Council should be discontinued.

 

 

8.

Urgent Items - Licensing Policy

Minutes:

The Chairman referred to the fact that a draft revised licensing policy had been due to be submitted to this meeting of the Committee for consideration.   He wished members to be aware that it had, however, been decided to delay the policy pending decisions to be taken by Southampton City Council and also by this Council’s Portfolio Holder for Environment and Regulatory Affairs in regard to a proposed clean air zone.   The clean air zone was mainly in Southampton City Council’s area but it would also encompass a small part of New Forest District.   These decisions could impact on the District Council’s approach to requirements for licensed taxis and private hire vehicles. 

 

The draft revised licensing policy would be submitted to the Committee as soon as the position with regard to the clean air zone was clearer.
