Election of Chairman

To elect a Chairman of the Committee.

RESOLVED:

 

That Cllr Clarke be elected Chairman of the Committee for the ensuing municipal year.

 

The Chairman of the Committee (Cllr Clarke) in the Chair.

 

 

2.

Appointment of Vice-Chairman

To appoint a Vice-Chairman of the Committee.

RESOLVED:

 

That Cllr Puttock be appointed Vice-Chairman of the Committee for the ensuing municipal year.

 

 

3.

Licensing Sub-Committee

To appoint a Licensing Sub-Committee to comprise any 3 members of the General Purposes and Licensing Committee, to be determined by the Head of Legal and Democratic Services.

Minutes:

RESOLVED:

 

That a Licensing Sub-Committee, comprising any 3 members of the General Purposes and Licensing Committee, as determined by the Head of Legal and Democratic Services, be appointed with the following terms of reference:

 

1.         To conduct hearings where these are required under the Licensing Act 2003 and Gambling Act 2005 and make determinations accordingly.

 

2.         To make determinations where a hearing would have been necessary but for the fact that all interested parties have agreed that a hearing is unnecessary.

 

3.         Where officers are unable or feel it is inappropriate to make a decision under their delegated powers, to determine any matter under the Licensing Act 2003 and Gambling Act 2005 and any matter relating to the licensing, registration and public rights of way functions in the Local Authorities (Functions and Responsibilities) (England) Regulations 2000.

 

4.         To consider whether to make representations on matters arising under the Licensing Act 2003 and Gambling Act 2005 where the Council is a consultee and not the authority making the determination.

To agree the start time of meetings.

 

Note: During the previous year meetings started at 9.30am.
