 Declarations of interest for agenda item 'St Barbe Museum and Art Gallery, New Street, Lymington (Application 15/10297)'

  • Cllr Alan Penson - Non Pecuniary - Cllr Penson disclosed a non-pecuniary interest as a member of Lymington and Pennington Town Council, which had commented on the application, and also on the grounds that he knew the applicant's representative, although not to a degree that would create an impression of bias. He concluded that there was a danger that he had a pre-determined view and did not vote.
  • Cllr Maureen Holding - Personal - Cllr Holding disclosed an interest on the grounds that she knew the applicant’s representative. She considered that that the degree of acquaintance was not sufficient to create an impression of bias and consequently there were no ground under common law to prevent her from taking part in the consideration or voting.
  • Cllr Michael White - Non Pecuniary - Cllr white disclosed a non-pecuniary interest as a member of Lymington and Pennington Town Council, including their Planning Committee, which had commented on the application. He disclosed a further intereest on the grounds that he knew the applicant's representative, but the degree of acquaintance was not sufficient to create grounds under common law to prevent him participating. He was also a member of the St BArbe's Trust. He concluded that there was a danger that he had a pre-determined view and could be perceived to be biased and did not vote.
  • Cllr Mrs Anna Rostand - Non Pecuniary - Cllr Rostand disclosed a non-pecuniary interest as a member of Lymington and Pennington Town Council, inclduing their Planning Committee, which had commented on the application, and also on the grounds that she knew the applicant's representative, although not to a degree that would create an impression of bias. She was also a member of the St Barbe's Trust. She concluded that there was a danger that she had a pre-determined view and could be perceived to be biased and did not vote.
