• Cllr Arthur Davis - Non Pecuniary - As a members of Totton and Eling Town Council which had commented on the application. As he had taken part in the debate on those views he considered that there was a danger of perception of bias and consequently took no part in the consideration and did not vote.
• Cllr Len Harris - Non Pecuniary - As a members of Totton and Eling Town Council which had commented on the application. As he had taken part in the debate on those views he considered that there was a danger they could be perceived to have a pre-determined view and consequently took no part in the consideration.
