• Cllr Arthur Davis - Non Pecuniary - As a member of Totton and Eling Town Council which had commented on the application. In addition, he had expressed a firm view on the application and consequently concluded that there were grounds under common law to prevent him from taking part in the consideration. Having made a statement he took no further part in the debate and abstained from voting.
• Cllr Christine Ward - Non Pecuniary - As she had expressed a firm view on the application she concluded that there were grounds under common law to prevent her from taking part in the consideration. She remained in the Chair but took no part in the debate and abstained from voting
• Cllr Len Harris - Non Pecuniary - As a member of Totton and Eling Town Council which had commented on the application.
