Minutes:

Cllr Dowd disclosed a non-pecuniary interest in application 24/10842 and explained that he is a member of Hythe & Dibden Parish Council, however he is not a member of their Planning Committee. He had therefore not participated nor passed comment on the application. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote

 

Cllr Hartmann disclosed a non-pecuniary interest in application 25/10479 and explained that the application site is within his Ward however he confirmed he was not a member of the Parish Council and had therefore not participated nor passed comment on the application. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote

 

Cllr Davies disclosed a non-pecuniary interest in application 25/10518 and confirmed that he would withdraw from the Committee for this item and would speak as Ward Councillor. Cllr Davies confirmed he would not participate nor vote on this matter.

 

Cllr Wood disclosed a non-pecuniary interest in applications 10450 and 10054. He confirmed that he was not a member of the Fordingbridge Town Council Planning Committee and had therefore not participated nor passed comment on the application.

Cllr Wood disclosed a non-pecuniary interest in applications 10450 and 10054. He confirmed that he was not a member of the Fordingbridge Town Council Planning Committee and had therefore not participated nor passed comment on the application.

 

The Case Officer provided the following verbal updates at the meeting:

 

Condition 8 on the list of conditions could be deleted as it is duplicated in Condition 7, which itself was more precise. All other condition numbers would be amended accordingly.

 

A further correction was that the Habitat Mitigation Contribution figure should read £42,941.

 

Late corrections to 3 drawings had been received to those listed in condition 2. The revisions did not change the scheme, they simply added further detail such as contour lines or corrected drawing titles.

 

A further  drawing had been omitted, listed as 23.3484.109 rev. P7 – Existing  Context Elevation/section C-’C Proposed Context Elevation/section C-’C. This would also be added into the list of conditions.

 

The Council had requested additional information by way of a bat report which had now been received. The final report responded to requests from the Council’s ecologists on the equipment used and timings at which the survey data was captured. This was received by the Case Officer on 13 August 2025. The Council’s Ecologist had provided a response as yet due to the time at which the further information was received and therefore any concerns the Ecologist may have would need to be addressed prior to final decision being issued.

 

Decision:
