39.

Cllr Bob Wappet

Minutes:

It was with great sadness that the Chairman reported the death of Councillor Bob Wappet, who represented the Fawley, Blackfield and Langley Ward, and who had been a very active member of this Committee throughout his time with the Council.  Cllr Wappet was first elected to the Council in 2007.

 

Cllr Wappet had always been extremely well prepared for each meeting.  He always arrived early and could be found quietly reading his papers in the members’ coffee lounge.  He brought his clear analytical brain to the task and the Committee benefitted from his expert knowledge of engineering, which gave additional insights into some of the more complex planning applications.

 

Other members spoke of the affection and respect with which Cllr Wappet had been regarded, both within the Council and his local community.  He had been characterised by his kindness and willingness to help people.

 

All those present stood as a mark of respect for his memory.

Minutes:

The Chairman was pleased to welcome Cllr Christine Hopkins, the newly elected councillor for Milford on Sea, to the meeting as an observer.

Cllr Glass disclosed a non-pecuniary interest in application 18/10164 as a member of Fawley Parish Council which had commented on the application.

 

Cllr Penson disclosed a non-pecuniary interest in application 17/11702 as a member of Lymington and Pennington Town Council which had commented on the application.

 

Cllr Thorne disclosed a non-pecuniary interest in application 18/10164 as a member of Fawley Parish Council which had commented on the application.

 

Cllr White disclosed a non-pecuniary interest in application 17/11702 as a member of Lymington and Pennington Town Council which had commented on the application.

Comment:

Cllrs Penson and White disclosed non-pecuniary interests as members of Lymington and Pennington Town Council which had commented on the application. They concluded that there were no grounds under common law to prevent them from remaining in the meeting to speak and to vote.

 

The Committee was advised that there were concerns about the accuracy of the submitted plans and also about the potential impact of the development on two trees.  In order to allow these issues to be resolved the officer’s recommendation was changed to defer consideration of the application.

 

 

Decision:

That consideration of this application be deferred to allow the submission of accurate plans and, if necessary, the re-advertisement of the application.
