Minutes:

Cllr Ring disclosed a non-pecuniary interest in applications 22/10546 and 22/10547 as a member of Ringwood Town Council which had commented on the applications. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote.

 

Cllrs Crisell and Kangarani disclosed a non-pecuniary interest in application 22/10268 as members of Totton and Eling Town Council which had commented on the application. They concluded that there were no grounds under common law to prevent them from remaining in the meeting to speak and to vote.

 

Cllr Wade disclosed a non-pecuniary interest in application 22/10424 as a member of Hythe and Dibden Parish Council which had commented on the application. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote.

 

Cllr Kangarani disclosed a non-pecuniary interest in application 22/10424 as the applicant had contacted him in relation to the application.  He concluded however that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote.

An additional representation had been received from Cllr Jeremy Heron in objection to the application due to the impact the proposal would have on the streetscene and the open courtyard character of the space reflecting its historic use.  This had been included in the update note circulated prior to the meeting.

 

Comment:

 

Cllr Ring disclosed a non-pecuniary interest as a member of Ringwood Town Council which had commented on the application. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote.

 

Members of the Committee expressed concerns regarding the enclosures for the seating area and associated structures.  They felt that the siting and design would have an adverse impact upon the open character of this important space and within the Conservation Area.

The proposed enclosures and ancillary structures would by reason of their design and siting, have an adverse impact upon the open character of this important space within the centre of Ringwood and within the Conservation Area, and would therefore be contrary to Policy ENV3 of the Local Plan Part 1 Planning Strategy and Policy DM1 of the Local Plan Part 2 Sites and Development Management for the New Forest Outside of the National Park.

Comment:

 

Cllr Ring disclosed a non-pecuniary interest as a member of Ringwood Town Council which had commented on the application. He concluded that there were no grounds under common law to prevent him from remaining in the meeting to speak and to vote.

 

The Committee noted that the previous application, 22/10546 for the same site, to surround an external seating area with timber planters had been refused.  The application before members related to a non-illuminated sign being displayed on one of those timber planters.  Members therefore determined the application on the basis that the previous application had been refused.  They felt that the advertisement and the supporting structure, due to its design and siting, would have an adverse impact upon the amenity of the area.
