Cllr Armstrong disclosed a non-pecuniary interest in application 17/11646 as a member of Hythe and Dibden Parish Council which had commented on the application.

Additional Representations:

The applicant had confirmed that they would be prepared to enter into a S106 Agreement to secure the payment of a contribution towards affordable housing.

Two further letters of objection in the same terms as set out in the report.

 

 

Comment:

Cllrs Armstrong, Binns, Poole and Wade disclosed non-pecuniary interests as members of Hythe and Dibden Parish Council which had commented on the application.  They concluded that there were no grounds under common law to prevent them from remaining in the meeting to speak, and in the case of Cllr Armstrong to vote.  Cllrs Binns, Poole and Wade did not have a vote.

 

Cllr Thierry disclosed a non-pecuniary interest on the grounds that he knew the applicant.  He concluded that the degree of acquaintance was sufficient to create an impression of bias and consequently took no part in the consideration and did not vote.

 

The Committee was advised that although the applicant had indicated their willingness to enter into a S106 agreement to secure a contribution towards affordable housing, the agreement had not been completed and therefore Reason 2 of the recommendation still applied.

 

Cllrs Poole and Wade addressed the Committee to oppose the application.

 

 

Decision:

Refused
