Cllr Puttock disclosed a non-pecuniary interest in agenda item 4 as a member of Netley Marsh Parish Council which had requested a Community Governance Review of Netley Marsh.

Cllr Puttock disclosed a non-pecuniary interest as a member of Netley Marsh Parish Council which had requested to discontinue the two wards of the Parish Council.  He concluded that there were no grounds under common law to prevent him from remaining in the meeting and to speak.

 

The Committee considered progress on the request by Netley Marsh Parish Council to discontinue the two wards of the Parish Council, involving a Community Governance review.  Two consultations had been carried out by way of newsletter and on the Council’s website.  Five residents had responded to the second consultation and they had expressed support to combine the two wards.  It was noted that it was unusual for a Parish of this size to be warded.

 

RECOMMENDED:

 

That, as it is considered that discontinuing the two wards of the Parish Council would result in effective and convenient local government and that community governance in the area would reflect the interests and identities of the community:

 

(i)          final proposals to abolish the two wards of Netley Marsh Parish Council with effect from the next ordinary election of Councillors in May 2019 be published and that steps be taken to ensure that those who may have an interest are informed of them; and

 

(ii)        following the steps in (i) above, a Reorganisation Order be made to give effect to the changes set out above.

Urgent Items - Update on Licensing Policy

Minutes:

The Chairman introduced the Environmental Protection team to the Committee. 

 

The Chairman reported that the licensing policy review was on hold pending the outcome of the consultation on the Clean Air Zone (CAZ) which was being carried out by Southampton City Council with the District Council.  The consultation period was due to close on 13 September.  Comments from businesses and residents would be considered and reviewed.  It was reported that recommendations for a new licensing policy would not be brought forward until decisions on the CAZ had been taken as these would impact on vehicles licensed in the New Forest travelling into Southampton.  The Chairman reported he would circulate information he had been sent to all Committee members.

 

In response to a request officers would arrange to meet with Lyndhurst Parish Council to discuss the results of air quality monitoring in Lyndhurst High Street.
